These guns were designed at the Obukhov factory for the Amur flotilla monitors. Some sixteen guns were built, but in 1914 twelve of them were removed and installed in the Naval Fortress of Peter the Great on the Hanko peninsula in the Gulf of Finland. Sixteen additional guns were ordered from the Obukhov factory to replace these, eight to be delivered in 1917 and the remaining eight to be delivered in 1918. However, due to the Russian Revolution, none of these were delivered and the ones installed in the fortress were captured by the Germans. As of 1941 there were four guns still remaining on the monitors of the Amur Flotilla.
